July 26, 2004 SPECIAL DETAILS FOR ACCELERATED
RETURN OF BALLOTS FOR GEORGIA RUNOFF ELECTION ON AUGUST 10, 2004
The State of Georgia will hold the following federal runoff elections
on
August 10, 2004:
Democratic Party
* Denise Majette and Cliff Oxford will meet for the open Senate
seat vacated by Senator Zell Miller.
Republican Party
* Congressional District 6- Robert B. Lamutt and Tom Price will
meet for this open seat being vacated by Representative Johnny Isakson.
* Congressional District 8- Dylan Glenn and Lynn Westmoreland
will meet for this open seat being vacated by Representative Mac
Collins.
The U. S. District Court for the Northern District of Georgia has
ordered the State of Georgia to accept and count the ballots from
overseas voters whose application for an absentee ballot was received
on or before June 21, 2004 for all Federal offices as long as they
were cast by 7:00 p.m. eastern daylight time on Tuesday, August
10, 2004 and received by 5:00 p.m. eastern daylight time on August
13, 2004.
Additionally, the Court has ordered Georgia to pay for the overnight
mailing of overseas absentee ballots.
To do this, Georgia overseas voters should return their absentee
ballot to their county board of elections as soon as possible, using
the accounts that the State has arranged with both United Parcel
Service (UPS) and Federal Express (FEDEX) free of charge. You may
obtain the UPS or FEDEX account numbers by calling the Federal Voting
Assistance Program at 1-800-438-VOTE (8683), (703) 588-1584, DSN
425-1343 (Military) or toll-free from 64 countries listed at the
following web address:

The Court has ordered Georgia to accept faxed delivery of overseas
ballots. It requires that the voter be informed of and agree to
waive his or her right to a secret ballot. All faxed ballots must
be received by county elections officials by 7:00 p.m. eastern daylight
time on August 10, 2004.
Citizens should be aware that by faxing the ballot they are waiving
the right to secrecy of their vote for this election and must sign
a waiver that will be included in the faxed ballot materials. A
citizen returning the voted ballot by fax which was either received
by mail or by fax should refer to Appendix C of the 2004-2005 Voting
Assistance Guide (located at http://www.fvap.gov/pubs/vag/pdfvag/appendix_c.pdf)
for instructions and a cover sheet (which includes a secrecy waiver)
for use when transmitting the voted ballot by fax. Citizens should
be sure to fax the entire ballot
including any oath or signature required on the ballot-mailing envelope.

their voted ballots to the George Secretary of State's Office at
(404) 657-5371. Voters must provide a return transmission fax number
(including international prefixes) on all documents sent via fax.
As another reminder, overseas voters who have not received their
state absentee ballot may also use the Federal Write-In Absentee
Ballot (Standard Form 186) (FWAB) to vote for candidates for Federal
office for the August 10, 2004 primary runoff election. These ballots
must be cast by 7:00 p.m. eastern daylight time on Tuesday, August
10, 2004 and received by 5:00 p.m. eastern daylight time on August
13, 2004. FWABs are available from their Voting Assistance Officer
(VAO) in their unit or at their embassy or consulate. Additionally,
the state of Georgia has made the FWAB available online in PDF format
on their website, http://www.sos.state.ga.us.
You will need to submit both the ballot and the Voter Declaration/Affirmation.
If you
receive your official Georgia absentee ballot after submitting a
FWAB, you should vote and return it prior to the August 10, 2004
deadline. If it is received by August 13, 2004, the official absentee
ballot will supersede and replace your FWAB.
Additionally, you may scan your voted FWAB and your completed Voter
Declaration/Affirmation, and e-mail them to ets@fvap.ncr.gov.
VAOs should contact those citizens they assist who are Georgia
voters and inform them of this news release and provide help to
them in returning their absentee ballot. Overseas UOCAVA citizens
should fill out and return their ballots immediately upon receipt.
